Consultants Services – TEIP-AF 05/2018

The Palestinian Liberation Organization for the benefit of the Palestinian Authority has applied for financing in the amount of US$ 3 Million from the World Bank toward the cost of the Teacher Education Improvement Project- Additional Financing, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. 

MoEHE intends to apply part of the proceeds for the following individual consultant service:

Position: An Accreditation Panel Member to Provide Review of the Pre Service Education and Training Programs and Provide Capacity Building to the Accreditation & Quality Assurance Commission (AQAC), 


(Lump Sum contract, the assignment is expected to commence in April 2018 and will be completed in December 2018.)



Main Tasks, Responsibilities & Scope of Work:

The consultant shall be a member in a panel that will be reviewing and re accrediting the pre service teacher training programs in Palestine and shall be required of the following tasks:

  • Review the rationale, aims and intended learning outcomes of the PRESET program; 
  • Review the appropriateness and relevance of the program structure and content and organization of the curriculum; 
  • Review the program's coherence, integration and progression in meeting stated aims and intended learning outcomes; 
  • Review how the Palestinian Professional Standards and Competences and the Readiness to Teach Index (RTTI) are integrated to develop and assess the PRESET program and student outcomes; 
  • Consider the nature, relevance and range of proposed teaching and learning methodologies;
  • Consider the validity, effectiveness and variety of assessments used and determine whether they demonstrate progression and measure the intended learning outcomes of the program including the Teaching Practicum and Portfolio;
  • Review the arrangements for the Teaching Practicum including the supervision, mentoring and assessment of students;
  • Ensure that appropriate teaching and learning facilities and resources (including technical support and ICT infrastructure) are in place to support the program(s); 
  • Ensure that staffing resource is sufficient and competent to deliver the  PRESET program; 
  • Assure that effective processes for quality assurance and enhancement are in place for ongoing monitoring and evaluation; 
  • Review the arrangements for supporting students including those with special educational needs; 
  • Contribute to making a collective judgement on the quality and professional standard of the program(s) under review, to ensure that the award(s) conferred by the University is of an equivalent standard to comparable awards internationally, and that Palestinian threshold professional standards for grades 1-4 teachers are being achieved;
  • Review the Faculty’s procedures for quality assurance and enhancement and the maintenance of academic standards as they apply to the course(s) under review, 
  • Make a recommendation as to whether the course(s) should be conditionally or unconditionally approved or refused accreditation.
  • Coach and mentor AQAC personnel in the area of program evaluation and accreditation based on the gained ongoing experience.

Essential Required Qualifications, Skills, knowledge and Competencies


The Consultant shall possess the following minimum qualifications:

  • A good understanding of the current development status of teacher education in Palestine along with a thorough knowledge of regulatory requirements for quality assurance, review and enhancement processes in higher education;  
  • Relevant academic qualifications, professional qualifications (advanced degree and teacher education qualification) and practitioner experience; 
  • Relevant subject and professional knowledge and expertise and current experience of pre-service teacher education at the equivalent of grades 1 - 4 at a senior level, working with senior academic bodies in respect of teacher training; 
  • Knowledge of qualitative, quantitative and mixed-method research-based approaches to inform the student experience, quality assurance and continuous improvement; 
  • Knowledge and experience of the standards and competences expected of student teachers as they train to become qualified teachers and of the enhancement of the student learning experience; 


  • Strong communication and interpersonal skills, and experience of working with a range of stakeholders; 
  • Ability to make effective decisions using sound judgments; 
  • Experience of working effectively as part of a team;
  • Good working knowledge of the English language.

The Ministry of Education & Higher Education now invites eligible individual consultants to indicate their interest in providing the services as panel member and as AQAC technical Support Consultant. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers, January 2011.
